Andrew Jarvis is based in our central London office. A natural scientist and environmental economist by background, he has 18 years experience in consultancy and in government. First joining GHK in 1996, he has worked in the UK, Brussels and South‐East Asia in roles that include Director of GHK (Hong Kong) Ltd and group chief operating officer.
Andrew has a particular interest in climate change, food policy and environmental issues but also works on assignments relating to health, security, humanitarian and civil protection policies. In addition he directs GHK’s growing portfolio of economic services for UK central government.
Since returning to the firm in 2008 after a period in government service, Andrew has led assignments for the European Commission (DG Environment, DG SANCO, DG ECHO, DG Home Affairs), the UK Government (DECC, Defra, DFID, Office of Fair Trading), the Hong Kong Government, the International Labour Organisation and a number of private sectors clients.
While Deputy Director for energy, environment and innovation in the Prime Minister’s Strategy Unit in the Cabinet Office from 2006 to 2008 he led the UK food policy review which culminated in the Food Matters report (of which he was lead author). He retains a strong interest in food policy and has since provided strategic support to the UK’s Council of Food Policy Advisors and the Food Chain Alliance, the Technology Strategy Board and BBSRC on food policy issues. He directs GHK’s work for the European Commission on food chain issues, and has worked on EU policy relating to authorisation of genetically modified organisms, animal welfare, official controls, plant variety rights and veterinary pharmaceuticals.
Andrew is also an Associate Fellow with the Energy, Environment and Development Programme at Chatham House, the think‐tank. He has published articles and book reviews in a number of journals and magazines.
